    Why one ear handicapped candidates are not considered for reservation under PH qouta?

    i completed my b.tech in 2009 with an aggregate 59. i am hearing impaired(left ear), i can't even hear small sounds, my right ear is working for some extent. i belongs to very poor family, for the purpose of higher studies(M.Tech) i applied for its entrance exam(PGECET in andhra pradesh) under PH quota. the medical exam is held at hyderbad koti ENT hospital for getting seat in colleges. according as the medical certificate given by ENT hospital, koti, HYDERABAD, my left ear(60-65dB). my right ear(30-35dB). they had given me the certificate with 16% of disability, but i swear my left ear cannot hear small sounds(as well as very bigger sounds) and its truely, i asked them "sir i had one ear deafness from childhood, why didn't you providing me the certificate? if some persons who have one leg or one arm hadicapped , they are easily getting the certificate even they are seemed to be perfect from walking or doing.but in case of me why are you not providing me the certificate?


    all government jobs are asking minimum 60% marks for general and OBC category, although i didn't hear smaller or big sounds and if i applied under OBC,i have 59%,, i am not eligible
    if the eligibility percentage given by them is 55% for general or OBC,so i am eligible under OBC reserved category but if i applied to such jobs,definitely there should be a medical test for appointment ----------------> so there is a chance of failure from medical test due to disability of 16%(because all jobs are asking for medically fit candidates,but i'm not???......)
    and
    if i applied under PH quota, there is also no chance, because doctors simply said that "you have 16% of disability you are not eligible".



    SO I HAVE NO RIGHTS ON APPLYING UNDER OBC or PH quota,so what about me,

    EVERY INDIAN CITIZEN MUST HAVE RIGHTS FOR APPLYING GOVERNMENT JOBS DEPENDING UPON THEIR ELIGIBILITY( but i have no chance of getting a job from anyway) .





    (ONE LEG or ONE ARM HANDICAPPED CANDIDATES ARE EASILY GETTING SCHOLAR AND RESERVATION UNDER PH QUOTA, BUT WHY ONE EAR HANDICAPPED CANDIDATES ARE CONSIDERED FOR IT? so what about the future life of such candidates)
