as far as the syllabus is concerned it is not disclosed by the organization but can be searched from the blogs like this which is shared by the candidates who have given previous papers..
it would be great if you would have mention the subject or position... as there are lot of subject & positions.....
hence difficult to answer.
Syllabus for SAIL is the same as that of GATE for your branch paper.There are 4 sections in non technical part also.You have to qualify in all 4 non technical and the technical paper separately for getting selected to GD round and Interview.
You can not get old papers of SAIL as the candidates are not allowed to take out the questions after exam.You can get some memory based questions from some websites but they are not reliable
The question papers are hard to get as most PSUs including SAIL does not allow candidates to bring out question papers with them.You can search placementpapers.com.There you can find placement papers of SAIL but not these written exams of national level.They are not of much use anyhow.
Regarding the syllabus,you can study the syllabus of GATE as it is valid for more or less all exams of PSUs or PSEs unless the organisation issues their own syllabus.

Upper Age : 30 years as on 1.5.2012, i.e., not born earlier than 1.5.1982
Minimum Qualification:
Management Trainees(Technical):
Degree in Engg. (full time) with 65% marks (average of all semesters), in the disciplines of Mechanical, Electrical, Metallurgy, E&T, Instrumentation, Ceramics
and Chemical Engineering
Management Trainees(Administration):
For HR and Materials :
Bachelors’ degree in any discipline with 60% marks (average of all subjects) with at least two years full time MBA/PG Diploma in Management with 60% marks in
HR/PM&IR/Pers /MHROD for HR and Production/Operations/Materials Mgmt. for Materials disciplines.
For MT -Finance : CA/ICWA
Age:
The upper age limit is relaxable by 5 years for SC/ST and by 3 years for OBC candidates and by 10 years for Physically Handicapped candidates). Those domiciled in the state of Jammu & Kashmir from 1/1/80 to 31/12/89 will be allowed 5 years relaxation in upper age limit. For departmental candidates the upper age limit shall be 45 years.
