Eligibility conditions for State and Central government jobs in West Bengal?

I basically belong to west bengal. I have two sons who are studying in samacheer kalvi board in Tamilnadu state with english medium school.Now they are studying in tenth class & six class now.I want to settle my family in west bengal. Next year after completion of board exam I want to admit my children in CBSE School in west bengal.My first question is will they be admitted in CBSE School?My next question is if my elder son finishes his 10+2 in samacheer kalvi board of Tamil Nadu,will he get an opportunity for getting a job in Central or State government in West Bengal?

Sir i am working in tamilnadu highways depertment as a Road inspector with ITI Draughtman qualification studyted in tamilnadu ,But my Higher Qualification is completed in Karanataka i.e DCE,BE Civil, and my Nativity is tamilnadu.My Question is i am Eligible for higher promotion or not. please give me the G.O.No for both that is eligible or not eligible.

I am B.com graduate with hindi as my second language, can i apply for tamil nadu state government or central government job, if any please suggest me suitable jobs for me. I dont know tamil.....
