Am i eligible to write GATE and IES exams after passing BE in 5 years?

i finished my B.E in 2011 after 5 years as i had many backlogs. I'm seriously considering to do M.Tech from a reputed college like IIT and want to prepare for GATE 2013 and IES entrance exams. That would mean i should put in another year for preparation and also i've lost this year searching for jobs. But am i eligible?
